THE FRENCH PRESIDENT MACRON APPOINTS EDOUARD PHILIPPE PRIME MINISTER Edouard Philippe, 46, is the new Prime Minister, who was appointed by the President of the Republic on May 15, 2017. The appointment of the Prime Minister is a power of the President of the Republic according to Article 8 of the French Constitution. The countersigning of the members of the government is therefore not necessary on the presidential decree of appointment of the head of government. The Head of State has complete freedom in his choice. Such is the case when the presidential majority coincides with the parliamentary majority. The situation is different in the case of cohabitation between a President of the Republic and a National Assembly of opposite tendency. The president is then constrained, by the unfavourable political balance of power, to appoint the personality that the new majority recognizes as the future prime minister. This is illustrated by the appointments of Jacques Chirac in 1986, Édouard Balladur in 1993 and Lionel Jospin in 1997.

He is better known to the public, as Mayor of Le Havre since 2010 and Member of Parliament for Seine-Maritime since 2012. Edouard Philippe, studied at ENA (National School of Administration, the most prestigious political school in France) as many political personalities in France, including Francois Hollande, Emmanuel Macron and Alain Juppe. He is a member of the party Les Républicains (French Right Party) and close to Alain Juppe (former Prime Minister) and participated in the creation of the UMP (under the presidency of Nicolas Sarkozy) in 2002. Previously at the beginning of his career, Edouard Philippe was in the Socialist Party ... Following the appointment of Edouard Philippe as Prime Minister, 32% of French people believe that the choice of Deputy Mayor LR (LR : “Les Republicans“) of Le Havre is "a good thing", according to a poll released by Atlantico and Harris Interactive published Tuesday by RMC Radio . But the survey, made online on Monday with 1,011 people aged 18 and over, highlights in particular the extreme caution of the French.
