France plans to welcome representatives of 195 countries that have ratified the UN climate agreements (UNFCCC) United Nations Framework Convention recognizing the existence of climatic warming in Rio in 1992. Photo 2 COP 21. The prefet has invited some few journalists earlier this year around a cocktail lunch table as a presentation of wishes for the new-year. The invitation was from the workshop to combine business with pleasure, mini press conference around a friendly table in the local prefecture of Paris Balard.------------------------------------------------------------------------------- SECURITY AND LOGISTICS OF COP 21 TO BE HELD IN BOURGET------------------------------------------------------------ -------------------------------------------------------------------------------------------------USPA (Rahma Sophia Rachdi) QUESTION: The International Conference on COP21 climate, will be held at Le Bourget, a few km from Paris center. How will you organize this flow of visitors?------------------------------------------------------------------------------------------------------------------------------ JEAN D'AUBIGNY ANSWER (Prefect Paris and Ile de France): Flows come from Ile de France and peripheral margins of the COP21 conference. These flows will be of huge effect and we will work between the three prefects concerned (prefect of Seine Saint Denis, Bourget and myself).------------------------------------------------------------------------------------------------------- QUESTION: How many visitors do you estimate attending the COP 21?---------------------------------------------------------------- --------------------------------------------------------------ANSWER: We expect about 20,000 people at the height of the Conference, which must be added to other 20,000 visitors, representing NGOs and other delegates with over 180 countries participating. Members of civil society (associations, local authorities ...) are also invited from France and elsewhere. We will set up shuttles and buses to coordinate the connections of specialized convoys and even carpool to reduce emissions of carbon gases.------------ QUESTION: Is it France or the United Nations that handle security?---------------------------------------------------------------------- -----------------------------------------ANSWER: My fellow prefects of Seine Saint Denis, have already organized the extension of space because the buildings will be constructed with functional structures and dedicated to exhibitions and conferences, workshops. This is to accommodate large international flows. From the point of view of security it is the UN that has jurisdiction within the buildings. On our side, we will apply the French standards of safety.------------------------------------------- ------------------------ENERGY TRANSITION IN PARIS ILE DE FRANCE----------------------------------------------------------- -------------------------------------------QUESTION: Is Paris IDF and the rest of France getting prepared for the energy transition? ---------------------ANSWER : National calls have been made for a campaign "zero waste / zero waste" about a hundred Parisian communities are getting ready to meet the challenges of the energy transition, as 90% * of the energy consumed is imported and therefore requires more than passing to electrical energy. The success of the Grand Paris relies heavily on electric vehicles at the COP21. So we are facing a challenge of multiplication at terminals of power supplies throughout France and Ile De France. Alain Juillet highlighted the loss of financial losses of some local administrative structures to be too vulnerable. Development aid and research are contributions that do not appear enough, and can be recognized in Ile De France (Start up, peak energy) as they are a source of employment and added value for our youth.------------------------------------------------------------------------------------- For more information see www.diplomatie.gouv.fr---------------------------------------------------------------------------------
