USPA NEWS - Segolene Royal French Minister of Ecology, has welcomed the announcement of the “Clean Power Plan“ American President Obama yesterday White House in good preamble to the future COP21 in Paris late November. She sees in that plan a strong signal to represent other countries.

THE US EMITS ABOUT 17% OF GLOBAL CO2 EMISSIONS, OBAMA´S PLAN IN CLEAN POWER GOES EVEN FURTHER President Barack Obama has announced the publication of "Clean Power Plan", which aims to reduce by 32% by 2030, CO2 emissions from electricity production compared with 2005 levels. Ségolène Royal welcomes this initiative which allows to maintain the momentum towards COP21 and send a strong signal to represent other countries. The United States emits about 17% of global CO2 emissions. The climate plan is part of the implementation of the national contribution of the United States at the COP21 (INDC), which aims 26% to 28% reduction of greenhouse gas emissions in 2025 compared to 2005. Electricity generation accounts for 32% of emissions of greenhouse countries. The objective of this new plan is to reduce the share of coal in electricity production to 27% in 2030 against 39% in 2014, while renewables will increase to 28%.

The operational implementation of the climate plan will be through state action plans to be submitted to the Environmental Protection Agency (EPA) by 2018 for entry into force from 2022. A support program accompanies the climate plan to encourage States to develop as quickly as possible (before 2020) of actions in favor of energy saving and renewable energy. Part of the financial support is specifically geared towards low-income regions. As host country of COP21, France wanted to be exemplary. With the law on the energy transition to green growth, France has set ambitious targets for energy model change and the fight against climate change: · 40% reduction of greenhouse gas emissions in 2030 compared to 1990. · Reduce by 30% the consumption of fossil fuels by 2030 compared to 2012. · Raise the share of renewable energy to 32% of final energy consumption of energy in 2030 and 40% of electricity production.---------------------------------------------------------------------------------------------------------------------------------------- France has reduced its emissions since 1990 by over 10%, well above its target under the Kyoto Protocol, which was not to increase them. This is down by 21% per capita, in line with the responsibility and capacity of France.
